Kashi is known as the city of Mahadev, and it is believed that nothing happens here without the permission of Baba Bhairav. He is regarded as the guardian (Kotwal) of the entire city. According to mythology, once a dispute arose between Lord Brahma and Lord Vishnu regarding who was supreme. During this debate, Brahma’s fifth head spoke disrespectfully about Lord Shiva.
Angered by this, Lord Shiva manifested Kaal Bhairav from His divine energy. Kaal Bhairav severed Brahma’s fifth head, but the skull remained attached to His hand. Lord Shiva declared this to be the sin of Brahma-hatya and instructed Bhairav to wander across the three worlds until the skull detached on its own. When Baba Bhairav arrived in Kashi, the skull finally separated from His hand, freeing Him from the dosha. After this, Lord Shiva appointed Him as the Kotwal of Kashi.
